ORA-29701: unable to connect to Cluster Manager

Not able to start ASM

ORA-29701
Giving up: Oracle CSS stack appears NOT to be running.
Oracle CSS service would not start as installed
Automatic Storage Management(ASM) cannot be used until Oracle CSS service is started.

or, you getthe following error while creating ASM instance. : ORA-29701: unable to connect to Cluster Manager

I was on  11.1.0.7  version.

I tried running the following as root user:

From $ORACLE_HOME/bin directory

localconfig delete
localconfig add

or, localconfig reset

or, run the root.sh script in the ASM home.

This can also be a permission issue.

Permission on /var/tmp/.oracle/ sOracle_CSS_LclLstnr_*, saulnx3DBG_CSSD and sOCSSD_LL_aulnx3_*
sockets were incorrect.
Needs to be owned by ORACLE:DBA.

To implement the solution, please execute the following steps:

  1. Change permission of /var/tmp/.oracle files to ORACLE:DBA using chown
  2. Stop CSS process currently running. kill -9 <process>
  3. /etc/init.d/init.cssd start (Restart CSS process)
  4. Start ASM instance

It works for me now. Please see metalink note ID 341613.1

If you are creating an ASM instance for non RAC database, do a fresh installation of the software and configure the ASM instance. DO NOT copy the software from an existing Oracle database home as this will cause the above issue due to lib dependencies with ORA-29701 error as you run localconfig add.
